TODAY’S MORTGAGE INTEREST RATES – 30 YEAR FIXED BACK TO 4.125%

Interest Rate pricing moved up on my rate sheets this week even though the MBS market closed + 2 bps. Every day the MBS market closed down except Thursday, when markets reacted to the reports of a civilian plane being shot down in the Ukraine.

As has been the case for much of the past year – interest rates are staying in the same range and I expect that to continue for now. I don’t see the events in Ukraine and the Gaza strip having a huge effect on interest rates unless a conflict erupts with Russia or the Israel conflict brings in other countries from the region.

30 Year Fixed rates are now starting at 4.125% with 15 year fixed rates starting at 3.25%.

Next week many firms will be reporting their 2nd quarter earnings. June existing and new home sales reports will be released. After the dust settles, I see rates remaining in the same range at the end of next week.

The interest rate market had quite the week last week. Rates rose everyday from Monday through Thursday before the important November employment report. Then something weird happened.

Job creation beat their forecasts, The unemployment rate dropped .2% – this would usually cause rates to rise fast, but it didn’t. Rates actually improved a little bit on Friday and also on Monday. Still, the Mortgage Backed Security Market closed the week trading down – 69 bps, pushing rates to their highest levels in months.Now Hiring

With the majority of economic reports showing positive gains – more and more experts think the FED could taper their stimulus package in their meeting next week. I don’t expect rates to change much until then.

Rates are still taking on the outlook I have talked about for months – rates really have no where to go but higher. Any improvement we see is not substantial because the FED taper is looming.

Those still waiting for rates to dramatically drop will likely be waiting forever. I recommend locking on a refinance if it’s beneficial as even these higher rates likely won’t be around much longer.

Mortgage rates ended last week slightly higher, but have improved on Monday taking some of the losses back.

On Wednesday, the FED announced that they would not taper their bond purchasing program. Most did not expect the FED to taper, so this wasn’t a huge surprise. The FED did take out some verbiage in their statement though, which caused some MBS investors to sell off. Normally we would expect rates to improve with this announcement, but that did not happen. The FED will meet again in December.

We have a big week in rate effecting news this week. The Third Quarter US GDP will be released Thursday and the October 2013 Employment report will come out Friday. The employment report will be very important for the direction of interest rates over the next month. If job creation is lower than expected, rates will improve. If job creation is above expectations, expect rates to rise.

Interest Rates hit 4 month lows on Friday /  Fannie Mae changes coming November 16th. 

After a US debt deal in principal was announced on Wednesday – Interest rates greatly improved after slowly moving higher in the proceeding 2 weeks.   The uncertainty regarding the government closure and the debt ceiling caused markets to stagnate.  The markets rejoiced with great gains across the board when a deal was in place.

When the dust settled, interest rates hit 4 months lows and 30 year fixed rates dipped down to 4%-4.125%. 

On Tuesday, the payroll report for September will be released late due to the government shutdown.  This usually has a big effect on rate pricing.  The FED meets October 29th and will release a statement on the 30th

Since the government closure, it is now believed that the FED will hold off on tapering its bond purchasing program until possibly 2014.  The reason is that the economy will still be in flux due to the long term budgetary issues Congress must decide on during the next 4 months.

I see rates staying stable but not improving greatly from their current levels.  Still, you never know what the FED will do.  Many thought the FED would taper the bond program in September.  If you are risk averse, I would lock before October 30th because when the FED tapers , interest rates will go up quickly. 

FANNIE MAE CHANGES COMING NOVEMBER 16TH

On the weekend of November 16th, Fannie Mae will update it’s automated underwriting system.  Below are the 2 biggest changes:

1.)    Interest Only Loans will no longer be offered by Fannie Mae.

2.)    Fannie Mae will now have a maximum loan to value of 95%.  Currently it’s 97%.

You can begin a loan before November 16th, and still go off the old guidelines.

If you want an interest only loan – now is the time to get started. 

The 97% Fannie Mae purchase loan was starting to take the place of FHA loans with higher credit score borrowers.  The down payment was less than FHA, and the monthly mortgage insurance was substantially less.  Now Fannie Mae will require 5% down, or 95% max LTV/CLTV on a refinance that is not HARP eligible.

The Mortgage Backed Security market closed last week trading down -59 bps.  Interest rates continued to rapidly move higher after hitting their 2013 lows just over 2 weeks ago. 

The MBS market now has a lower 20 day and 40 day average than it’s 100 day average.  The stock market’s key indexes keep going higher even though economic reports aren’t showing much economic improvement.  Japan’s plan to weaken it’s currency is also working against the US Bond market. 

The simple truth is there is just not a lot of appetite for mortgage backed securities and we could continue to see more sell off with investors cutting their losses. 

Even though fixed rates have moved higher, ARM loans don’t follow the market trends as much as fixed loans.  You can still get a great ARM rate in the low to mid 2%’s if you are comfortable with a rate that is fixed for 5,7, or 10 years.

This week, Ben Bernanke will be testifying at the Joint Economic Committee and the FED minutes will be released on Wednesday.  Both events usually trigger movement in the interest rate markets.  The markets will likely slow down near the end of the week due to Memorial Day weekend.

Interest rates continued positive momentum last week.  The Mortgage Backed Security market traded up 4 of the 5 days closing the week up (+16 bps).  The one day that held interest rates from going much lower was Wednesday when the Fed stated that they would try to keep bank interest rates low through 2015.  This resulted in positive momentum in the stock market and a sell off in the MBS market. 

Many economic reports will be released this week, but the most important interest rate event is the financial crisis in Cyprus.  Investors are concerned that a financial collapse in the country could cause further unrest in the European Union. 

If Cyprus is able to get financial aid and remain in the European Union – expect to see interest rates go up.  If not, more uncertainty will result in investors seeking safety and interest rates dropping.

This is absolutely the last week that borrowers can take advantage of current FHA MI guidelines.  FHA will raise mortgage insurance rates and make them for the life of the loan on Monday.  In order to avoid this increase, you need to get your FHA case number pulled by Friday.  Please call me if you would like to take advantage of current FHA MI guidelines before they go up.

I hope everyone had a Merry Christmas!!

Interest rates did not change much over the past week.  The mortgage backed security market closed last week trading down (-3 bps). This week the MBS market is trading up (+6 bps). 

All eyes remain on the fiscal cliff negotiations.  We are getting down to the deadline and the sides still appear to be very far apart.  Congress will reconvene on Thursday and the President will be back from Hawaii on Thursday.

Some insiders still believe a deal will get done, while others are more pessimistic.  Some think that going over the cliff will cause serious economic repercussions, some don’t.  So you are seeing conflicting points of view on all angles of the fiscal cliff.

Going over the fiscal cliff will cause taxes to go up for all Americans, but many believe a tax deal will get done before the new tables are released even if a Fiscal Cliff deal does not get done.  The market is most concerned with the tax rates, as more taxes equals less disposable income to spend on goods and services.   Unfortunately, it appears likely that the issue of deficit reduction and spending cuts will get kicked down the road. 

My personal belief is:

If the Fiscal Cliff or Tax deal get done, rates will go up slightly.

If they don’t, rates will go down slightly.

In other news, the Senate will be introducing bill S3678 this week.  This bill will be voted on before the end of the year.  If it passes, FHA will raise Mortgage insurance premiums again.  The rumored changes are:

FHA raising monthly mortgage insurance premiums .1%

FHA monthly mortgage insurance premiums to continue for life

Interest rates rose last week with the Mortgage Backed Security market trading down (-53 bps).  The stock market has been doing very well recently with optimism that a Fiscal Cliff deal will get done and positive signs from the economy.

I think the stock market is probably overbought a little bit, so I expect some rate improvement this week.  On Monday morning, the MBS market is trading up (+22 bps), so rates should improve from their close on Friday.  I do not expect a huge change in pricing, but I do predict some movement in a positive direction for interest rates.

The Holidays are usually a popular time to refinance.  You always get a 1 month payment deferral on your mortgage, and you get refund from your old escrow account after closing if you impound your taxes and insurance in your payment.  I can still get most loans done today by Christmas.  If you are interested in lowering your payment and getting some extra cash in your pocket for the Holidays, please call me today.

Mortgage rates improved slightly last week with the bond market closing + 28 bps on the week. We are still seeing a lot of volatility to in the markets where rates/costs can change a lot in a very short period of time.

My recommendation is to lock in pricing if you looking into a mortgage. The stock market is gaining momentum and I think rates will rise during the last quarter of 2011. In the 4th quarter of 2010, mortgage rates went from 4% to 4.75% in a very short period of time. While I don’t see that much of a change coming, I do feel that mortgage rates will continue to slowly move upwards.

(HARP) HOME OWNER AFFORDABILITY REFINANCE PROGRAM – UPDATED TO HELP MORE UNDERWATER HOMEOWNERS

NEW GOVERNMENT REFINANCE PROGRAM:

When the government released the Homeowner Affordability Refinance Program (HARP) product two years ago, they envisioned helping 4 million homeowners get into a better mortgage. As of August, only 894,000 people were able to utilize the HARP product to get into a better mortgage.

The basics of the current HARP product allow homeowners in a FANNIE MAE or FREDDIE MAC loan to refinance their current loan at up to 125% Loan to value (though most lenders only do 105% LTV). The original loan had to be taken out before March of 2009. This product was meant to help homeowners with little or no equity refinance their current loan with at a lower rate with no mortgage insurance.

President Obama is scheduled to release revisions to the HARP program this week. The new program is said to uncap the max loan to value of 125%. The new HARP loan will allow more under water homeowners to refinance their current loan at a lower rate with no mortgage insurance.

Many consumers owe much more than 125% of their home’s value. The updated HARP product is meant to help the homeowner’s that the first HARP product could not.
